Le surtexte: quelles implications de la désignation des urgences de santé publique majeures comme des catastrophes impliquant la solidarité? | (Abstract) In response to the COVID-19 outbreak, EU's reaction is mixed. It partly takes the form of a financial assistance to the Member States. Many funds are mobilized, for example the European Union Solidarity Fund which was set up to respond to major natural disasters and express European solidarity to EU countries and countries involved in accession negotiations with the Union. The scope of the European Union Solidarity Fund has been extended to encompass major public health emergencies. But such an extension raises many questions that can lead to reflection about the possibility of a European Union Health Law in the field of disasters.
