Promoting the construction of a healthy China requires enhancing awareness of the primary responsibility for health and developing a new pattern of active health. However, active health currently faces practical issues such as insufficient transition from passive health management and a lack of long-term driving mechanisms. Starting from the practice of projects such as health banks, this article introduces the concept of health savings into active health management. Through the goal-framing theory, it systematically analyzes the functional characteristics of health savings, the long-term health motivation driving path, and the formation path of the long-term mechanism of active health. It provides empirical insights for enriching the connotation and extension of active health. At the same time, suggestions are put forward to enrich the selection of health savings functions, adapt to residents' health security needs, improve the level of information technology application, and formulate progressive strategies.
