An aproach of the poverty requests a comparative analysis of comunities. This study is focused on the social and economic lag between rural and urban communities and between western and eastern countries and for such a purpose it puts forward the hypothesis of vertical poverty. The vertical poverty as a concept is examined along with the other usual concepts on the same phenomenon like, for instance, severe and communitary poverty and so on. The hypothesis of vertical poverty has guided the secondary analysis regarding the rural poverty in Romania and in some other countries. There have also been examined the alternative theories to the theory of transition in order for those who are interested in the field to finally get a more comprehensive outlook on the poverty phenomenon. The study also aims at being an early warning study on the romanian rurality. The first section of the paper was dedicated to the poverty of the Romanian rurality, particularly to the vertical poverty of the rural community. For that purpose it was elaborated the index of vertical poverty to be used as a parameter of this kind of poverty that affects the community as a whole. The second chapter is dedicated to the methodological aspects as to the predictions regarding the poverty warning about the exigency of taking into account the law of the assimetric effects that has been formulated in the final part of the paper.
