L’ouverture des données publiques : un bien commun en devenir ?

Abstract

Can open data be considered as common goods? The work to pre-process or edit data in order to make them available on cities’ open data portals transforms them into shared resources. As such they seem to have the potential of being a common good. However, this article points out some elements that limit this statement. Firstly, especially in regards to real time data, providers are not required by license to maintain a continuity of service. Secondly, re-users (developers) do not participate in data governance. Finally, local authorities involved in urban commons never present open data as being open. These conclusions are grounded in analyses of cities’ open data portals and interviews with open data developers.
