Perspectives of Signing a New Cooperation Agreement Between Azerbaijan and the EU in 2019

Abstract

Negotiations on the new bilateral agreement between Azerbaijan and the EU started in 2017. So far the relations are based on the 1999 Partnership and Cooperation Agreement. The new cooperation format considers Azerbaijan as a strategic partner and reflects changing priorities of both parties: turn towards pragmatism from the EU side and trend for multilateralism in Azerbaijan. A barrier toward signing the new agreement is the political situation in the country that is regularly criticized by the EU.
