Over the past three decades, the history of Portuguese public administration (PA) reforms have been mainly marked by the introduction of New Public Management (NPM) principles in public management. On the other hand, it was only after the end of the dictatorship in 1974 that the welfare state developed its universal character, allowing a redistribution of income and social protection never before experienced in the country. This article seeks to analyze the managerialist reforms applied in Portugal over the last decades (privatizations, use of private sector methods in public management, PA restructuring, decline in public employment and deregulation of public labor system) reinforced by budgetary pressure that resulted from the Troika’s presence (2011-2014) and, at the same time, portray the evolution of the welfare state in its main values (health, education and social protection).
