The first part sets the frame of the former negotiation exercise and the preparatory work on which it is based. A particular focus lies on the non-EU Member States group, its main features, and the negotiating principles it has endeavoured to follow. The second part addresses the substance of the revised draft agreement, drawing on the structure in four baskets proposed by the EU Commission. The final part contains a general, provisional appraisal of the negotiation exercise, bearing in mind that the final position of the 46+1 negotiating parties is outstanding.
