Assessment of the afro descendent health context: a question of social-political engagement by managers

Aim: to analyze how the National Policy of Integral Health of the Black Population (PNSIPN) is implemented in a municipality in the northern region of Rio Grande do Sul. Method: a qualitative study, with a descriptive-exploratory approach involving thirteen nurses, whose data were collected through a semi-structured interview, between August 2015 and February 2017, and analyzed by the methods of Foucault Speech Analysis and Bakhtin Verbal Interactions. Results: only one interviewee knows PNSIPN in all its nuances, only three deal with Specificities in the health of minority groups and the totality of interviewees affirm that the policy is not implanted in the Primary health care of the municipality. Final Considerations: the lack of implementation of the PNSIPN is directly related to the lack of political commitment on the part of the health managers, who use ethnic-racial characteristics as a way of categorizing care and disregard equitable policies
