Legal basis of local self-government bodies’ activity in sphere of social protection in industrial city of Ukraine
Abstract
Investigated legal basis of local self-government bodies’ activity in sphere of social protection in industrial city of Ukraine and identified directions of its improvement. Ascertained that current system of social protection in Ukraine is cumbrous, complex and ineffective. Inadequacy of terminology, vagueness of definition of functions, goals and directions of activity of applicable institutions are inherent for legal acts, which regulate issues of social services in Ukraine. Also, issues of formation of social order, determination of needs of administrative-territorial unit in social services, its types and volumes, planning and providing of social services with consideration of determined needs, opaque system of social benefits and payments are legal unregulated. Proved that the social protection on local level called for providing rational using of industrial cities’ resources and decide social problems of resident population on this base by keeping the balance of state’s interests, region’s interests, local societies’ interests. Decision of this task requires bringing legal and regulatory basis in accordance with these needs by curtailment number of legal acts which regulate sphere of social protection and increase role of local self-government bodies in deciding of problem of this sphere.
