This paper briefly deals with the theme of community resilience in times of environmental disaster. The author analyzes how the action of private citizens, when backed by common, workaday knowledge, can compensate for a lack of official public response. This approach is based upon practices of resilience developed by local citizens movements after the industrial waste pollution disasters in Minamata and Toyama.
