Pathology of rankings systems of universities from the perspective of upstream documents of Iranian higher education

Purpose: The purpose of this research was comparing the indicators and criteria of ranking systems with the concepts and requirements of the upstream documents of Iranian higher education, as well as the degree of appropriateness of the ranking models for ranking of universities in Iran. Methodology: This was an applied research and a comparative study. Through studying the indicators and criteria of 12 ranking systems of universities, the contents of upstream documents of Iranian higher education, as the communicated strategies, have been analyzed and the concepts were extracted in the terms of open and axial coding. The open codes compared with the indicators and criteria of university ranking models through the quality function deployment approach. Findings: The text of 7 upstream documents of higher education analyzed and 241 statements and 36 main concepts have been extracted. The extracted concepts were matched with 26 main indicators of international university ranking models. Results: The results showed that only 69% of the open codes extracted from the upstream documents have been considered in the existing university ranking models and 31% of them were not seen in ranking systems at all. It seems that the desirable values and measures of upstream documents must be carefully considered in the Iranian university ranking.
