ASSESSMENT OF DECENTRALIZATION BUDGET SYSTEM AND INTERGOVERNMENTAL FISCAL RELATIONS IN STAVROPOL REGION

Abstract

The article assesses the development budget of the Stavropol Territory and the degree of decentralization of the budget system of expenditure and revenue study motives unbalanced budgets of the Russian Federation. Addressing fiscal imbalances is most important task in the selection mechanism for the allocation of funds between budgets of different levels.
