The year 2019 turned out to be very dramatic and in many respects decisive for the EU policy for the near future. In December, it became completely clear that «Brexit should be» – albeit in the year 2020, that is, much later than the British supporters wanted to part with the EU. Doomed to reduce in size, the European Union, however, intends not only to maintain the ability to respond to challenges in various fields – security, economics, demography, geopolitics, etc., but also to strengthen its potential to protect European countries from new threats . In the spirit of such ambitious plans, the «New Strategic Agenda 2019–2024» – a document taken as a basis by the new governing bodies of the EU – has been sustained. The renewal of the EU leadership is the second (after protracted discussions on Brexit) dramatic moment in the life of the European establishment in 2019. This process turned out to be painful – candidates for key posts were approved after a long and heated debate. The reason for the disagreement also lies in the fact that the incoming figures at the head of the European community were called upon not only to symbolize the new approaches of the European Union to persisting problems, but also to propose new development strategies, where one of the most important, apparently, is the improvement of the EU defense policy and security.
