Inspired by Sandra Pesavento’s works on urban and cultural history, the present paper presents a discussion of the different urbanization projects for the housing of workers in Brazil and Uruguay in the early twentieth century. In order to do that, we have analyzed the discourses of the Brazilian and Uruguayan Congresses between the years 1904 and 1914, when the debate on urbanization and housing problems began in those countries. The main findings were: 1) the difference of intention of the housing projects in both countries: in Uruguay, the projects had a social connotation; in Brazil, on the other hand, the debate was on the need for such projects; 2) the research provides new evidences of how pioneer Uruguay was in the social issues and social legislation.
