The purpose of the study is to evaluate the data derived from the information technologies in non-governmental organizations (NGOs)in terms of the perspective/perception of the manager and the member within the context of the functions of human resource management (HRM) (to plan and acquire, lead and develop the human resources). The survey form prepeared for this subject was applied to 184 individuals (146 managers and 38 direct members) as part of 108 NGOs in the city of Izmir within the period of September 2010-March 2013. This study has propounded the fact that both the managers and members has an opinion in favor of each factor and each factor has a positive relationship with the perceptions of both the managers and the members. The managers have much more positive perception about the factors. As a result of the study’s findings, ıt can be suggested that managers and members of NGO should use information technologies more in HR activities. In this context, the information gained by information technologies will be able to provide NGOs to plan, find, lead and improve the human resources which is appraopriate to NGOs in terms of quality and quantity.
