Background. The development of the education system must become a top priority of state policy to ensure effective management of the educational process. This means that the education system must promptly identify real and potential hazards, analyze them in detail, and subsequently develop effective tools for risk mitigation and the optimization of further safe development of the educational environment. This includes updating legislation, adapting educational programs to contemporary challenges, improving teacher qualifications, and optimizing management decisions. The author of the article asserts that the education system in Russia will only be able to train highly qualified specialists and responsible citizens if risks are minimized and deviations from developmental norms are managed effectively. Purpose. Analysis of the current challenges and threats faced by the Russian education system, and the development of strategies for their effective mitigation. Materials and methods. For the research, general socio-philosophical principles and methods of cognition were used, which are applied in the analysis of social processes, as well as general scientific approaches that take into account the specifics of the studied object. Results. An analysis of the current state of the education system reveals several key issues that significantly impact the quality of educational programs and the professional potential of educators. Modern curricula often fail to meet labor market demands and the level of technological advancement. In particular, insufficient attention to new achievements in information technologies and STEM fields results in graduates being less competitive in the job market. Difficulties in integrating new technologies into the educational process, such as inadequate teacher training and a lack of modern equipment, also limit opportunities for innovative development. Addressing these issues requires comprehensive reform of educational policy and management. Key measures to improve the situation include increasing funding for educational institutions, which will allow for infrastructure upgrades and the acquisition of modern equipment. Updating curricula to reflect new technologies and labor market requirements is also critically important. Additionally, improving working conditions for educators, including increasing salaries and providing opportunities for professional development, will contribute to enhancing the quality of the educational process. The integration of modern technologies into the educational process should become an essential element of reforms aimed at improving education quality and adapting the system to contemporary challenges. This will create conditions for training highly qualified specialists who meet current labor market demands. To ensure the sustainable functioning of the education system, active support from government policy is necessary, which should include effective management and the creation of conditions for the stable development of education. Such an approach will ensure the preparation of specialists capable of making significant contributions to societal and economic development.
