Today's energy production and increasing energy consumption which is mostly based on fossil fuels does not demonstrate a sustainable structure for the development of the world. Transforming the energy policies to a sustainable structure requires an increased share of renewable energy sources within total energy consumption. To that end, governments have been developing large investment plans considering environmental criteria. Within the framework of alternative financing quest of the 1980s, public-private partnership (PPP) models have been extensively used in energy production across the world, especially as a solution for financial problems. Debates on potential resources to be used for meeting the increasing energy demand take on a new significance in Turkey as well. In this context, the purpose of our study is to recommend future policies with a view to maximizing the utilization of renewable resources.
