The activities of state and public organizations for the development of workers’ technical creativity in the industry of Saratov region. 1928–1932
Abstract
Background. The tasks facing the Russian economy in modern conditions make it necessary to study the historical experience of the activities of state bodies and public organizations to improve production, increase its efficiency. The material is considered in the chronological framework of the first five-year plan, when the country underwent a deep modernization of the economy, new enterprises were created and operating enterprises were reconstructed. The technical creativity of the Volga region workers, their leadership has not yet received proper coverage in science. Meanwhile, the relevance of the study of objective prerequisites, conditions for the transformation of this movement into a mass one, the identification of forms and methods of its leadership is obvious. The purpose of the work is to analyze the development of various forms of technical creativity of workers of Saratov region, the activities of authorities in this direction. Materials and methods. The documents of the State Archive of the Russian Federation, the State Archive of Saratov Region, the State Archive of the Latest Research of Saratov region were used to implement the tasks set. Of particular value are the reports of the regional Committee of the CPSU (b), materials of regional congresses of Soviets, periodicals, statistics. As a methodological basis of the study, the following methods were used: chronological method, which allows to highlight the problem in development; a comparative historical method that is important for comparing economic processes in Saratov Region with similar ones in other provinces of the Volga region and in the country as a whole. The statistical method was used to analyze data related to changes in the economic and human potential of the region. Results. The tasks set by the first five-year plan for the development of the national economy for the industry of the Saratov region, the activities of local authorities, economic organizations of the region for the development of mass technical creativity of industrial workers, the training of qualified personnel are investigated. The main forms and practical results of the creative initiative of workers are considered. Conclusions. The study of the technical creativity of industrial workers makes it possible to identify positive trends in the development of the economy, to identify new directions in the further study of the scientific problem. Largely thanks to the initiative of the workers, the country managed to overcome the technical and economic lag behind Western countries, to carry out industrialization in conditions of limited domestic resources.
