The Constitutional Control Exercised by Union Court of Auditors and the Theory of Constitutionalism Popular
Abstract
The Popular Constitutionalism Theory represents dogmatic construction of great importance to the establishment of a new institutional dialogue and relaxation of the current supremacy of judicial review promoted by the judiciary. The approach of the Constitution to the people, with the consequent assignment of interpretive authority to the population, can be made possible by the Federal Audit Court, institution also legitimized to carry out the constitutional control and able to break the supremacy of the judicial review.
