Improving the methodological foundations for assessing the achievement of strategic plans for regional development
Abstract
The results of a generalized analysis of the assessment of the development of socio-economic systems of the region, carried out according to the documents of strategies and development plans in comparison with the actual achievements of the development strategies of the Dnipropetrovsk region. The analysis was carried out according to statistical reporting and analytical reports on the results of the implementation of regional development projects and analytical notes of experts. The system failure of these projects is shown. Among the factors influencing the state, the lack of timely, high-quality and full assessment of the results of the development processes was identified. The analysis used expert and statistical information indicators of performance, their total and index comparison, estimates of the dynamics of changes and integral estimates.and index comparisons, the dynamics of their changes without analyzing the causes of negative deviations are used. It is determined that there is no single information and analytical basis for the methodological assessment of results. Based on the processing of scientific, legislative sources and practical information on the selection and justification of development strategies and plans, the results of a generalized analysis of the state of socio-economic development and the implementation of project activities in the Dnipropetrovsk region are presented. It is noted that the methodological tools of analysis use only expert and statistical indicators, their total and index comparisons and the dynamics of changes without analyzing the causes of negative deviations. There is no single information base for the assessment methodology. The necessity of combining the implementation of one-time and episodic measures to assess the state, quality and effectiveness of development processes with the systematic implementation of analytical measures is shown. Attention is drawn to the need to increase the competencies of persons carrying out analysis and assessment of the state of development processes and formulate conclusions on the development of territorial communities. It is proved that qualitative assessment should be considered as the main tool to increase managerial impact on the impact of development processes by creating a single integrated information-analytical assessment system using mathematical models, computer technologies and their software.
