INTRODUCTION OF NEW METHODS OF ENVIRONMENTAL IMPACT ASSESSMENT DURING ROAD CONSTRUCTION
Abstract
Introduction. The analysis of the existing methods for the assessment of forecast impacts on the environment of highways and normative-methodological documents on the generalized assessment of the forecast impacts on the environment (elements of the environment) are presented. Issues. The lack of the current methodological apparatus for the development of the section “Environmental Impact Assessment” (EIA) of the design documentation for the construction of roads complicates the development and examination of the relevant design documentation. Existing methods and techniques for forecasting the environmental impact assessments of public roads are not adapted to the input design parameters or are not correct at all. At the same time, the introduction of new methods of forecast environment impact assessments of the road and improvement of existing ones requires verification and testing in road design organizations during development of EIA section of design documentation for construction, reconstruction and overhaul of engineering and transport infrastructure objects. Purpose. Analyze the compliance and correctness of existing regulations and legislation to identify and implement measures to reduce the negative impact of highways on the environment and prevent or minimize harmful environmental effects at different stages of activity. Materials and methods. Analytical, information retrieval. Results. The paper presents new national standards related to environmental safety issues during new construction, reconstruction and overhaul of highways. Conclusions. The conducted research allowed developing the national standards on environmental safety issues during new construction, reconstruction and overhaul of highways.
