In the current context of economic and financial crisis, the constraint of the public sector budget severely affects the provision of infrastructures in Spain. In addition, some economically dynamic regions, such as Catalonia, are doubly affected, because Central Government’s investments in these regions have been, in average, lower than the contribution these regions make to the Spanish GDP (5.5% from 1995 to 2009). Consequently, such infra-investment has ended up being a burden to their economic growth. In this sense, the third additional clause of the Statute of Autonomy of Catalonia (EAC), addressed to temporarily secure a share of Central Government’s investment in this region, could have served both to maintain and even expand the capacity to generate wealth, and to compensate for the accumulated lack of public investment. However, such an effect has not happened. Thus, the analysis of the data of the budget execution of the same period reveals a breach of that provision, even though the methodology for the implementation of such clause for the period 2007-2011 was negotiated and agreed by both the Catalan and the Central Government.
