Peculiarities of the formation of the depreciation policy of public transport enterprises

The article is devoted to research and features of the formation and implementation of depreciation policy at public transport enterprises. It is substantiated that the permanent underfunding of the transport industry by the state requires both the use of alternative sources (attraction of funds from international financial organizations to finance infrastructural transport projects, the use of concession agreements, the introduction of public-private partnership mechanisms, the issue of local loan bonds, etc.), and the activation of the formation of own financial sources by implementing an effective depreciation policy. It was determined that the main disadvantages of the fragmented implementation of the depreciation policy at public transport enterprises are: leveling by the heads of public transport enterprises of the meaning and importance of the depreciation policy in the context of their investment development; lack of systematicity and implementation of individual elements of depreciation policy, which reduces its effectiveness; focusing exclusively on the application of the straight-line method, which does not provide the opportunity to accumulate financial resources for the modernization of vehicles; lack of proper control over the amounts of accrued depreciation; failure to take into account indicators of the technical condition of transport facilities to determine depreciation rates (in particular, insufficient consideration of the peculiarities of public transport operation). The necessity of forming the depreciation policy at the enterprise, taking into account the specifics of the industry, is substantiated. The importance of taking into account the influence of external and internal factors on the procedure for the formation of depreciation policy at enterprises is determined, namely: 1) the total value of non-current assets; 2) the method of reflecting the real value of non-current assets in accounting and taking into account the need to carry out their revaluations, taking into account the influence of the inflationary environment; 3) methods of calculating depreciation chosen by the enterprise; 4) inflation rates; 5) adopted investment policy of the enterprise. The procedure for forming the depreciation policy of public transport enterprises is proposed. The implementation of the proposed procedure for the formation of depreciation policy will contribute to updating the production base, improving the technical condition of the fixed assets of public transport enterprises, achieving synchronism of disposal and receipt of fixed assets while maintaining their technological compliance with modern requirements; bridging the gap between the actual wear and tear of the vehicle and its useful life.
