Abstract

Instigado pelos dados apresentados no informe “Perfil da Vigilância Sanitária Municipal no Brasil” da ANVISA, este artigo se propõe a fazer uma análise crítica do processo de “debate” do planejamento das ações e serviços de vigilância sanitária — VISA. Para tanto, utiliza um estudo de caso realizado no Conselho Municipal de Saúde de Belo Horizonte — CMSBH. Foram entrevistados 35 dos 36 membros efetivos do CMSBH: 45,71% dos conselheiros desconhecem o Plano de Ação; 17,14% não desconhecem totalmente o Plano de Ação; 17,14% não conhecem o Plano de Ação, mas gostariam de conhecer; 5,71% sabem da existência do Plano de Ação e 14,29% conhecem o Plano de Ação. Decorridos 3 anos da realização do estudo de caso, o presente trabalho recorreu à pesquisa documental para revisitar o processo de planejamento de VISA, analisando documentos da ANVISA, atas das reuniões e resoluções do CMSBH e o Plano Municipal de Saúde 2010- 2013. Parte-se das recomendações do estudo de caso em busca de avanços e desafios desse processo. Evidencia-se a necessidade de fomentar um permanente debate entre a sociedade e a VISA. Esse debate pode-se dar através do exercício da participação e controle social do processo de formulação da Política Municipal de Vigilância Sanitária. ------------------------------------------------------------------ Prompted by the data presented in the ANVISA’S preliminary report “Profile of Municipal Sanitary Surveillance in Brazil”, this article aims to make a critical analysis of the “de-bate”. About the planning of actions and Health Surveillance — VISA services. To achieve these objectives, it uses a case study conducted at the City Health Council of Belo Horizonte — CMSBH. Thirty five of the thirty six sitting members of CMSBH were interviewed, with the following results: 45.71% of the board members are unaware of the Plan of Ac-tion; 17.14% of them did not fully know the Plan of Action; 17.14% did not know the Plan of Action, but would like to know; 5.71% know of the existence of the Plan of Action and 14.29% know the Plan of Action. After three years of the completion of the case study, this paper resorted to documentary research to revisit the planning process of VISA, analyzing ANVISA’s documents, minutes of meetings and resolutions of CMSBH and Municipal Health Plan 2010-2013. From the recommendations of the study this paper seeks to find the progress and challenges of the process. It becomes clear the necessity of promoting a constant debate between the VISA and the society. This debate can occur through the exercise of social participation and control of the process of the formulation of Municipal Sanitary Surveillance’ policies.
