The latest reform of the Common Agricultural Policy (CAP), decided in Luxembourg on the 26th June 2003, enters into force in the twenty-five members of the European Union. Some measures have already come into force in 2004. Others are to follow in 2005, 2006 and even in 2007, given the flexibility allowed to the member states concerning the mode of enforcement. Beyond the very large subsidiarity that is characteristic of this reform – some dare call it “tailor-made CAP” and even renationalisation – the decision of the 26th June 2003 marks a deep break with the past. It is based on the principle of total decoupling which represents a complete change toward a market oriented agriculture. This reform is in accordance with the continuing strategy of adapting the CAP which has been implemented for about fifteen years. In a way it represents a starting point for the future. In the coming period the agriculture of 2020 will have to be prepared. The months facing us should be devoted to try and imagine what 2020 agriculture will look like.
