La diplomacia cultural de México y Turquía como instrumento de poder regional
Abstract
We analyze to what extend and under which circumstances cultural diplomacy, as a tool for exerting power, has allowed Mexico and Turkey to endorse a leadership role in their respective regions. Thanks to a comparison that takes into consideration similarities between both countries, we demonstrate that regarding their results, cultural diplomacy has been more successful for the Turkish foreign policy’s regional objectives than for the Mexican ones. The main factor that explains this difference relies on the interdependence between domestic factors and the international context. We actually refer to the dialectics between the political class’ will and the degree of interinstitutional fragmentation and cooperation, and the conflictual configuration of each region. The analysis thus focuses on the formulation process and the results of cultural diplomacy. The measuring of results is done according to the declared foreign policy objectives in each country, and to their global cultural diplomacy.
