Civil society participation in monitoring and evaluation of the official development assistance (ODA) sector in Vietnam

This paper identifies civil society organisations (CSOs) in Vietnam as among the key stakeholders in the monitoring and evaluation (M&E) of the official development assistance (ODA) sector in the context of changing aid modalities. It uses the importance/influence matrix developed by the Department for International Development (DFID) as a tool for stakeholder mapping. It also recognises that CSOs are excluded from participation in the M&E of the ODA sector, using the adapted diagnostic tool developed by Bedi et al. (2006). Such exclusion would prevent CSOs from contributing to improvement of accountability, monitoring, and evaluation results that the government aims to demonstrate. The paper further reviews the roles of CSOs, including the roles of Vietnamese CSOs, and the importance of M&E in development aid. It also discusses the necessity to include their participation in the M&E of ODA, and addresses the possible consequences of their exclusion. The paper concludes that CSO participation in the M&E of the ODA sector is key to improve the level of accountability, improve level of ownership of M&E activities, and strengthen the level of ownership and use of M&E findings. It makes a recommendation to incorporate CSO participation in M&E of the ODA sector in the next updated government decree on ODA management and utilisation.
