Foucault, as quoted by John Gledhill for a theoretical framework for Political Anthropology , distinguished between Strategies, Technologies and Programs in wide offensives of power. We think that these categories do fit perfectly well as analytical concepts to understand the political and social power launched at the present construction of the Higher Education European Space (HEES). Also we list four other categories coming from Marx and Tocqueville to understand the “culture” or ideology of the undergoing process. These are: alienation, fetishism, formal and real submission and democratic despotism
