L’Egalité de Chance - le Principe Fondamental de l’accès à la Fonction Publique

Abstract

Through the ages, in order to accede to a public function, there have been used different ways.Thus, in Ancient times, the public functions were drawn lots, then the society evolved, and the companyhas moved to a system based on heredity, and so public functions were “inherited”. The purpose of thiswork is to present and to analyze the principles that “should” govern today the access to the publicfunction, focusing on the equality principle.
