The seismic destructive power to the buildings on a regional scale is of great significance for emergency decision-making after the earthquake. In order to meet the urgent need of earthquake emergency management departments to timely understand the seismic destructive power and make full use of recorded data from the strong motion network, 13 institutions including Tsinghua University jointly compiled the group standard, namely T/SSC 1-2021 seismic destructive power evaluation based on strong motion records. This standard was developed based on more than 100 successful experiences of seismic destructive power evaluation using strong motions at home and abroad. Based on strong motion records and city-scale nonlinear time-history analysis method, the strong motion data of the local strong motion network can be fully utilized, and the characteristics of the ground motion and the dynamic characteristics of different structures can be better considered. In addition, this standard can provide more refined seismic damage assessment results. Meanwhile, this standard proposes a method for determining the building attribute data of the target area, through which the characteristics of local buildings can be better considered. The preparation background, users, content, features, and typical application of this standard are introduced in this work. The implementation of this standard will provide an important reference for earthquake damage assessment, emergency rescue and earthquake engineering scientific research.
