In this work, we initially carried out an analysis on orientations of educational planning at the top level from the United Nations Educational, Scientific and Technological Organization (UNESCO), the Economic Commission for Latin America and the Caribbean (ECLAC) and the Organization for Economic Cooperation and Development (OECD), It is highlighted how these guidelines have been adopted in the last decades of the past and present centuries, in Higher Education Institutions (HEIs), emphasizing the Universidad Autonoma Chapingo (UACh). The information was obtained by reviewing various sources of bibliographic data and expert authors on the subject of planning. Afterwards, we reflect on the university planning and the meanings of the praxis and practice of it in order to establish scenarios that short, medium and long term the UACh, channels its institutional profile, based on its agronomic character, free education and congruent with the Law that creates it. In this sense, it is concluded that teaching, research and links are the main functions that the UACh must strengthen in order to preserve the academic model and the possibility of giving free education to young people with scarce economic resources.
