Optimizing the Funding Layout of FRFSI Under the Background of Marine Science and Technology Innovation: A case study of Second Institute of Oceanography, Ministry of Natural Resources

Abstract

According to the actual situation and development requires, each scientific institute established Fundamental Research Fund for the Central Public-interest Scientific Institutes (FRFSI) in 2006, complying with the guidance of "Suggestions for Improvement and Enhancement of Central Budget and Science and Technology Funds Management by the Ministry of Finance and the Ministry of Science and Technology sent by the General Office of the State Council" . The FRFSI was a rare and self-managed fund by each institute in the financial investment in science and technology. This paper analyzed how the FRFSI of Second Institute of Oceanography, Ministry of Natural Resources improved and adjusted funding direction and project funding layout under the national marine science and technology innovation. The objectives were to adapt to the development trend of marine science and to respond the national important strategic needs.
