The Article is devoted to the dynamics of demographic processes, factors determining them, peculiarities of population reproduction in Russia and its regions. The article presents a review of theoretical approaches to the understanding and assessment of the demographic potential of the region. The authors elaborated on the consideration of intra-regional imbalances and above all from the standpoint of the potential of the territories. So great natural potential is hampered by the narrowness of the infrastructure, and plans for the development areas can be constrained not only by lack of investment and lack of labor potential. Carried out a comparative analysis of demographic situation in Russian regions, analysis of quantitative and qualitative indicators of the demographic potential of the Jewish Autonomous region (EAO) taking into account the migration flows helped to identify the deterring factors of regional development. To break the deadlock, the authors suggest due to the implementation of the developed Strategy of socio-economic development of Jewish Autonomous region up to 2030, as well as searching for new tools of migration policy in the Far East of Russia. Purpose: Assessment of the demographic potential of the territory and identification of regional disparities for the search for new instruments of regional policy. Methodology: in article statistical methods, and also general scientific methods (deduction, analogy). Results: revealed the factors of restraint of regional development (on an example of a backward region – the Jewish autonomous region). Practical implications: the results of the conducted analysis should be applied in the conduct of regional economic policy.
