The efficiency of public spending with municipal basic education: an analysis for the initial series of elementary school in the state of Tocantins
Abstract
Basic education is a long-term investment in the future will be converted to quality workforce for the various sectors of the economy. Basic education is a long cycle and deserves particular attention, since, at this stage of training may be reflected in the rest of the academic life of the individual. In this way, Schultz (1978) argues that investments in education are a way to provide future services that can turn in more income, self-employment and larger capacity options. In Brazil the Federal Constitution of 1988 established that the supply of basic education is the duty of the State, and the initial series of elementary school is the responsibility of the municipalities, which are challenged to allocate resources effectively to present better results each year. This paper analyzes the efficiency of municipal public spending in the initial series of elementary school in 109 municipalities in the State.
