STAFF OF COOL RANKS OF POLICE DEPARTMENTS IN SIBERIA (ACCORDING TO LISTS OF THE TOMSK PROVINCE FOR 1914–1916)
Abstract
Aim. Article is devoted to a research of social and professional structure of cool ranks of district police departments in Siberia (on the example of lists of police officers of the Tomsk province for 1914–1916). Methodology. In work the complex of methods of scientific knowledge, among them was applied: analysis of documents, logical, generalizations and historical and comparative. For avoidance of an opisatelnost and unreasonable conclusions statistical methods and also system approach to identification of key questions of this subject were used. Results. According to lists it is established that the official and quantitative structure of police department depended on the area of the territory of the county subordinated to him, the number in him of the population and respectively on “cutting” of camps. Officials of police generally had civil ranks. Persons without ranks, with secondary and house education could be appointed to cool positions. The negative conclusions about compliance of a position, for such reasons as occur in lists along with positive characteristics of service of police officers: inexperience, low-mobility, imbalance, decay of years and others. “The Siberian environment” as the main source of replenishment of personnel structure of local police in the conditions of war, couldn’t provide the correct organization of police service. Practical application. The research of extensive and many-sided data on staff of police departments in Siberia allows to reveal sources of completing of administrative facilities of management, number, structure, social characteristics, features of service of officials and in general to estimate personnel policy of the government at an imperial era. The scientific and practical value of work consists that for the first time the archival documents introduced for scientific use can be used for studying of various aspects of history of law-enforcement system of Russia in general, and Siberia in particular.
