Modernization of the Public Administration System in Ukraine: Preliminary Results and Problematic Issues of the Decentralization Reform

Abstract

The article is concerned with a crude summary of results of the decentralization reform in Ukraine, identification of the problematic issues that arise in the process of its implementation, and providing recommendations on how to address them. An ongoing monitoring of the implementation of the decentralization reform in Ukraine has been conducted, the level of its implementation has been evaluated. The existing problematic issues and risks of the decentralization reform have been analyzed, recommendations for dealing with them have been provided. A number of conclusions has been made, in particular, that establishing a legal framework, which is a necessity for the decentralization reform, should take place in parallel for all industry areas and not in fragmentary manner. This will provide an opportunity to not declaratively, but actually start the process of the profound transformation to ensure the improvement of quality of life of citizens, effective management of territorial development, formation and operation of the substantively selfsufficient united territorial communities.
