Social inclusion through public policies has historically shown efficacy in the correlation of forces that is established among the social actors who oppose themselves in the social arena of the class struggle. This work emphasizes the close relationship between organized civil society and the achievement of public policies for social inclusion. The discussion flows from the historical mobilization of the civil society working for the guarantee of the public policy of social security revisited. The main focus, however, focuses on the Brazilian political-social scenario of recent times, in the context of the new proposal for Brazilian social security reform, confronted by organized civil society.
