One of the main problems of the Kermanshah City, as one of the deprived one in Iran, is poverty. inclusive entrepreneurial ecosystem is formed of a set of agents that act separately or intertwined to create business among poor groups. The purpose of this paper is to model and analyze inclusive urban entrepreneurial ecosystem (IUEE) of the Kermanshah City using Game Theory Approach. In this study, the game formed between different stakeholders of entrepreneurial ecosystem of the Kermanshah city was modeled and analyzed using a model of the game theory called Graph Model as a tool for modeling and analyzing such complex problems. model results show that with the current actors and their current preferences, the most likely outcome is continuation of the existing situation, and accordingly, the probability of any kind of entrepreneurial ecosystem reform in Kermanshah city is low. The results obtained from the reverse game analysis also indicate that preventing the continuation of the current situation requires adopting policies aimed at changing the current preferences of entrepreneurial ecosystem actors of the Kermanshah City and accompanying them for reform, so that achieving this goal requires the involvement of senior city decision makers and implementation of the suggested inclusive entrepreneurial ecosystem policies in a medium-long term.
