Johann Georg Eisen’s (1717–1779) Perception of Welfare State in the Age of Enlightenment
Abstract
The publication is devoted to one of the first representatives of Enlightenment in the Baltics, the natural law theory advocate Johann Georg Eisen. The author puts forward the thesis that the correct state constitution, described by J. G. Eisen, can be seen as a predecessor of the socially responsible state principle in the enlightenment era. State constitution which is consistent with natural law must be regarded as the main tool toward the common good. J. G. Eisen considered necessary to implement strict functional differentiation of society, thus creating a harmonious and organically united country.
