La distribución de competencias entre el Estado y las Comunidades Autónomas en materia de subvenciones. (Un análisis de cuarenta años de jurisprudencia constitucional)

Abstract

The purpose of this paper is to evaluate the system of distribution of competences between the State and the Autonomous Communities in the field of promotion mesures and, more specifically, in the area of subsidies. To this end, the constitutional jurisprudence is analyzed over the more tan forty years of operation of the Constitutional Court. Three stages are distinguished, presided over by the main jurisprudential milestones in this area. The centralizing trend has presided over this entire process. Trough this jurisprudential work, a consolidated constitutional doctrine has been developed, with its advances and setbacks thar are not exempt from criticism.
