STATE SOCIAL ASSISTANCE ON THE BASIS OF THE SOCIAL CONTRACT REPUBLIC OF СRIMEA AS A MEASURE OF SOCIAL SUPPORT TO NEEDY FAMILIES IN THE CONTEXT OF THE CONCEPT OF THE STATE FAMILY POLICY IN THE RUSSIAN FEDERATION FOR THE PERIOD TILL 2025
Abstract
The article is devoted to date topic — state support for low-income families and single residents of poor people by providing them with state social assistance on the basis of the social contract, which is in the priority actions to support, strengthen and protect the family, designed to enhance the quality of life for families and strengthening Social responsibility of citizens, encouraging their active actions to overcome difficult situations. The article analyzes existing in the subjects of the Russian Federation approaches to providing this type of assistance, the criteria for identifying the poor citizens, summarizes the experience of its practical provision, and make proposals for the improvement and development of a mechanism to provide, in particular — the accurate accounting of the actual average per capita incomes of poor families, to ensure the return to the budget amount of aid in the case of misuse, the unification of the conceptual apparatus of legal acts of subjects of the Russian Federation for ensuring a uniform approach to aid. Particular attention is paid to the prospects of state social assistance on the basis of the social contract in the Republic of Crimea with the January 1, 2016.
