Scientific Resources of Open Access and their Effect on Bibliometric Indicators

Abstract

The paper substantiates the relevance of the use of electronic resources in order to increase the results of scientific developments and corresponding publication activity of scientists. The importance of access to electronic databases and the proper conditions for their effective use is underlined. An analysis of using bibliometric methods for improving a scientist’s brand and rating of a higher educational institution is made.
