CREDIT MARKET OF THE TULA PROVINCE IN THE SECOND HALF OF THE XIX – THE BEGINNING OF THE XX CENTURIES
Abstract
Purpose. The article is devoted to the study of the provincial level of the financial and credit system in the post-reform era. The subject of analysis is the process of formation and functioning of credit institutions of the Tula province of the second half. XIX – beginning of XX centuries. The authors aim to consider the influence of the state of the credit market on the socio-economic development of the region. Methodology. The methodological basis of the study is the principles of historicism and system city, which are implemented using historical-genetic, historical-typological, analytical methods. Results. In the Tula province in the second half. XIX – beginning of XX centuries. State, private-public credit organizations, microfinance institutions of credit cooperation functioned. A branch of the State Bank can be attributed to a classic deposit bank. Branches of the State Peasant Land and State Noble Land Banks were called upon to assist the agricultural sector of the regional economy. In order to create favorable conditions for the development of small and medium enterprises, private commercial banks were opened. To optimize the sources of financing the economic and socio-cultural activities of local authorities, City public banks were established. The problems of the general population were intended to be solved by savings banks and credit cooperation institutions of small producers. Thus, the mechanism of affordable lending in the province was debugged and, on the whole, successfully functioned, however, it is worth noting that interruptions in its work were periodically observed due to the imperfection of the legislative base, insufficient provision of competent specialists, and lack of proper control by the regulator. The situation in the Tula lending market in this period of time corresponded to the all-Russian trend. The satisfactory state of banking in the industrially developed province of the Central Black Earth Region can be considered as a factor in the sustainable socio-economic development of the Tula province the second half of the XIX – beginning of XX centuries. Practical implications. The results of the study can be used in historical science, which studies the features of the functioning of credit institutions in different regions of the Russian Empire, and local history, in the framework of studying the characteristics of the economic development of the Tula province of the second half.
