Conceptual characteristics and peculiarities of the implementation of interaction between government institutions and citizens in Ukraine using e-Governance resources

The development of modern information technologies, which is conceptually implemented in the practice of public administration through the e-Government system, allows using new non-traditional forms of interaction with citizens and effectively promoting democratic practices of public participation. The analysis of scientific sources made it possible to conclude that various theoretical concepts support the involvement of citizens in the development and adoption of socially important decisions, because this contributes to the formation and increase of the level of social responsibility, social involvement, as well as taking into account the positions and interests of different groups of people. And the resources and capabilities of e-Governance make it possible to conduct a transparent and open policy towards citizens, and thereby increase the number of tools for public participation in the management of social development. We have found out that e-Governance has undeniable advantages that improve democratic processes in the state, primarily through information. After all, the more channels for providing information are used in the practice of managing government institutions, the more open and transparent a policy is formed. Also, in the context of interaction between authorities and citizens, tools for involving citizens in decision-making processes (electronic petitions, public budget, public consultations in online format, electronic appeals, e-voting, etc.) play an important role, which allow citizens to participate in law-making activities, adoption management decisions, budget allocation, solving personnel issues or forming development strategies. Thanks to electronic control tools, citizens get the opportunity to monitor the distribution of resources and funds of the state or communities, to audit the effectiveness and legality of the government’s work.
