This article deals with the access to information and transparency as tools for democratization e aims at discussing access to public information, regulated in Brazil by Act 12257/2011, articulated with the concepts of social administration and illuminated by the Habermasian theory of communicative action, once it may reduce informational asymmetry between rulers and ruled, making possible a more frank and less unequal dialogue in the relationships between government and social movements and government and individuals around public policies and activities regulated by the government. This paper was based on researches about the implementation of freedom of information laws in different countries and sought, from that point, to demonstrate the particularities of the implementation of this law in Brazil and its outcomes after three months of effective functioning of this new legislation. The article concludes that the Freedom of Information Act (Foia) may function as an important tool for the strengthening of the social administration because it contributes for the access to information to be less asymmetric making the relationships between Government and Society more democratic and more republican
