THE LEGAL CERTAINTY AND ECONOMIC ANALYSIS OF LAWS CONCERNING ONLINE POPULATION ADMINISTRATION SERVICES WIHTIN E-GOVERNMENT SYSTEM IN BANDAR LAMPUNG

Abstract

Establishing a regulation regarding information and electronic transactions (ITE) aims to promote optimal IT development and integration for all levels of society. Electronic-Based Government System (SPBE) is design to actualize clean, effective, transparent, accountable governance, quality, and reliable public services. Lampung Provincial Government has set a policy related to the integration of IT within its Population Administration, yet facilities and infrastructure need to be enhanced for better services. The results of this normative empirical research indicate that the principles of legal certainty in the implementation of Population and Civil Registration Administration Services in Bandar Lampung City have not been implemented as evidenced by the absence of a regulation regarding facilities and infrastructure to online services. In addition, the current services were not considered satisfactory by the community in Bandar Lampung City.
