Improving organizational and legal support mechanisms regulating the activities of public authorities in the process of administrative reform

Abstract

The author explores in the article different approaches to definition of the term ‘public administration’ and presents the analysis of public administration mechanisms. Аrticle based on the use of complex general and specific research methods. In particular, of system approach application provided an opportunity to consider the legal regulation of the organization public administration in its development and to identify the causality of such development. Application of functional analysis allowed to form ideas about issues of public administration in Ukraine. In the article concludes that in the systemic reforms dichotomy arises administrative and constitutional reform. Accordingly, the complicated procedure of forming mezhanizmiv regulation of public authorities. Focuses on the appropriateness of organizational and legal monitoring.
