THE MUNICIPAL DEPARTMENT OF EDUCATION IN THE CITY OF CLAUDIA: THE DISCURSIVE PRACTICE BETWEEN THE NON-THERE BE AND THERE BE DURING THE MUNICIPALIZATION PROCESS
Abstract
In this study there are analyzed the discursive practices of the Education Secretaries of the city of Claudia in Mato Grosso state, between the years 1988 and 2003. They were researched through these politic actions: the formation and qualification of the professionals of education, the permanently assignment of this professional and the organization and disarticulation of rural schools. The analyzed corpus is comprised from five interviews with the Secretaries that talk about their practices and decisions during the period they were at public administration. The theory and methodology of this research is based on Discourse Analysis by Michel Pêcheux. The purpose of this work was to understand the discourse between the “non-there be” and “there be”, it means, the process of becoming Claudia city a municipality while territory without documents that would give evidence to its existence and subsequently the consolidation of the Department of Education in the public administration with the required documents and the compliance of the lows.
