From Rise to Crisis: The Qatari Leadership
Abstract
Qatar, a young and tiny Gulf State, realized a remarkable transformation through immense economic development in 1995-2013 period and emerged as an active and influential actor at international stage, receiving worldwide attention and scholarly interests. However, in the post “Arab-spring” context, the name of Qatar has turned out to be name of the regional crisis as a consequence of the emerging political clash between the GCC States. This paper analyzes Qatar’s distinctive policies in the period of Qatar’s rising (1995-2013) and in the ongoing period of the crisis within the framework of leadership conception. It is argued at this paper that the leadership factor has played the key role in transforming both the auspicious circumstances of the previous term and the challenging circumstances of the recent term into the great advantages to promote Qatar. Through this perspective, it’s aimed to define that why and how Qatar has differed from the other small Gulf States and how it affected Qatar’s emerging as a rising power and then as the main side of the regional conflict
