Background. The institute of administrative justice is one of the most effective legal instruments in the field of protecting the rights and freedoms of citizens, while it con-tinues to be improved in order to find an optimal mechanism for judicial review of actions and decisions of public authorities. This issue is relevant at the present stage of develop-ment of the Russian state and society. In this regard, the experience accumulated by the science of the Russian pre-revolutionary state law, in particular, the studies of domestic pre-revolutionary jurists of the constitutional-monarchical period of our history, as well as the practice of the Russian state building, is instructive. Materials and methods. The article is based on the publications of domestic pre-revolutionary scientists. Methods: comparative legal, historical, formal legal. Results. An analysis of the history of the formation of models of the institution of administrative justice showed not only its interconnection with histori-cal conditions, the specifics of the social development of a particular country, but also the preservation of traditions in the formation of state institutions. Conclusions. The modern model of the Russian administrative justice reflects the practice of legislative regulation of these issues of the constitutional-monarchical period of our history, and also takes into account the experience gained by the science of the Russian pre-revolutionary state law on the problems of administrative justice. This can be used with appropriate modifications in the improvement and development of the modern model of the Russian administrative justice.
